Does anyone else think James Joyce is a mediocre poet? Or am I missing something?

The eyes that mock me sign the way

Grey way whose violet signals are
The trysting and the twining star.

Highhearted youth comes not again
Nor old heart's wisdom yet to know

Maybe it's meant to be set to music. I think he was a better lyricist than poet.
